On Sunday, the Bharatiya Janata Party (BJP) released its election manifesto for the upcoming Jharkhand Assembly elections, assuring that tribal communities will be exempt from the Uniform Civil Code (UCC). This promise addresses longstanding concerns regarding the law’s potential impact on marginalized communities.
“Our government will implement the UCC in Jharkhand, but tribals will be excluded from its scope. The JMM government is spreading false propaganda, claiming that the UCC will affect tribal rights and culture, which is completely unfounded, as they will remain outside its purview,” stated Union Home Minister Amit Shah at a public rally in Ranchi, where he unveiled the BJP’s ‘Sankalp Patra.’
“If elected to power in Jharkhand, the BJP will consider the Sarna religious code issue and make appropriate decisions. We will establish a Displacement Commission to ensure the rehabilitation of those displaced by industries and mining in Jharkhand,” Shah announced. He also stated that the party aims to create 5 lakh job opportunities, including 2.87 lakh government positions, in the state.
He emphasized that ‘Mati, Beti, Roti’ (land, daughter, and food) are under threat from illegal immigrants and asserted that the BJP would ensure the safety of indigenous people. “Hindus are under attack, and the level of appeasement is at an all-time high. Jharkhand is the most corrupt state in the country,” he claimed.
BJP’s Key Promises for Tribals in Jharkhand
Ahead of the Jharkhand elections, the BJP has made several commitments, including enacting a law to return land occupied by infiltrators to the tribal communities and ensuring that infiltrators who marry tribal women do not receive tribal status, thereby protecting the identity and rights of these communities.
The party also pledged to provide financial support for the development of tribal religious and cultural sites in the state and allocate ₹500 crore to safeguard tribal languages, history, culture, and traditions. Additionally, they promised to honor tribal heroes such as Birsa Munda, Sido, and Kanhu Murmu.
“The Congress has consistently worked against the interests of backward classes and has done nothing for them. In contrast, the Modi government has given this community the respect it deserves. A daughter of the Santhal community, Droupadi Murmu, is now the President of the country,” Amit Shah stated in Ranchi.

Why Is This Significant?
The Uniform Civil Code (UCC) seeks to create a unified set of laws regulating personal matters such as marriage, divorce, and inheritance for all citizens, irrespective of their religious affiliations. The BJP-led government has incorporated the UCC into its electoral commitments, while various political parties hold differing opinions regarding its implementation.
Several minority groups, including the All India Muslim Personal Law Board, have voiced their opposition to the implementation of the Uniform Civil Code (UCC), fearing it may adversely affect their rights and practices. Many tribal communities are also concerned that the UCC could infringe upon their customs and traditions, which are legally protected, potentially threatening their identity.
However, the BJP has exempted tribal communities from the UCC in states like Uttarakhand, Assam, and Gujarat in response to concerns regarding customary laws. It’s important to note that Scheduled Tribes (ST) and Scheduled Castes (SC) make up approximately 38 percent of Jharkhand’s population, while Other Backward Classes (OBCs) represent 46 percent.
