Earlier, Reddy had proposed Visakhapatnam as the seat of the state administration, making it clear that the future of the state lay in decentralized development. As the headquarters, it will also be the base of the state's governor, while the legislature will function from Amaravati. He had said that after the separation of Andhra from the then Madras State in 1956, the High Court would be moved to Kurnool, which was once the capital.

Reddy believes that the distribution of seats in executive, legislative and judicial functions across the state will promote equitable regional development. While there is no equality in the country. His staunch supporters in the Yuvajana Shramik Rythu Congress (YSRC) party say it is inspired by experiences in several capital cities.
