One Nation, One Subscription’ Initiative to Launch on January 1

Starting January 1, over 18 million students from government-funded higher education institutions, including IITs, will gain free access to at least 30 premium academic journals published internationally.

This initiative is part of the Narendra Modi government’s One Nation, One Subscription’ (ONOS) program, approved by the Union Cabinet last month.

At a press conference, Principal Scientific Advisor AK Sood announced that under the first phase of the One Nation, One Subscription (ONOS) initiative, researchers will gain access to 13,400 international journals spanning disciplines such as science, technology, engineering, medicine, mathematics, management, social sciences, and humanities.

The initiative will benefit 6,380 higher education and research institutions, including 451 state public universities, 4,864 colleges, and 172 institutes of national importance. These institutions will have access to leading journals published by 30 top publishers, including Elsevier, Springer Nature, and Wiley.

“Previously, institutions like IITs or Central Universities subscribed to a limited selection of journals specific to their fields. With ONOS, all institutions will now have access to 13,400 research journals,” explained Department of Science and Technology Secretary Abhay Karadikar.

The ONOS initiative will be officially launched on January 1, providing access to top academic journals for the next three years.

In its second phase, the government plans to extend the initiative to private academic institutions through a public-private partnership model. The third phase will make international journals universally accessible via designated access points at public libraries.

ONOS will be coordinated by the Information and Library Network (INFLIBNET), an autonomous inter-university center under the University Grants Commission (UGC).

Principal Scientific Advisor AK Sood emphasized that the initiative will greatly expand access to scholarly journals for students, faculty, researchers, and scientists across the country, including those in tier 2 and tier 3 cities, thereby fostering both core and interdisciplinary research.

The program has been launched as a central sector scheme with a budget of ₹6,000 crore for a three-year period.
