Uttarakhand is poised to make history as the first state in independent India to implement the Uniform Civil Code (UCC) on January 27, a landmark move that has sparked significant political debate and national attention.
Chief Minister Pushkar Singh Dhami will also inaugurate the UCC portal at 12:30 PM on the same day at the Secretariat. Officials have confirmed that Uttarakhand will lead this transformative initiative, marking a major milestone with the implementation of the Uttarakhand Uniform Civil Code Act, 2024. This legislation introduces a streamlined framework for managing wills and supplementary documents, known as codicils, under testamentary succession.

On social media platform X, CM Dhami announced that all necessary preparations, including approval of the Act’s rules and official training, have been completed. He emphasized that the UCC will promote societal uniformity and ensure equal rights and responsibilities for all citizens.
“The Uniform Civil Code is our state’s contribution to the larger efforts of the Prime Minister in creating a developed, organized, harmonious, and self-reliant nation,” Dhami stated.
Key Provisions and Scope
According to the state government, the UCC applies across Uttarakhand and extends its provisions to state residents living elsewhere. However, Scheduled Tribes (STs), as defined under Articles 342 and 366 (25) of the Constitution, and individuals under special protection outlined in Part XXI, are excluded from the Act’s purview.
The Act simplifies marriage-related legal processes, ensuring the protection of individual rights and fostering social harmony. Under its provisions, marriages are allowed only if:
- Neither party has a living spouse.
- Both individuals are mentally competent to give consent.
- The male is at least 21 years old and the female 18 years old.
- The relationship does not fall under prohibited categories.

Marriages may be solemnized through religious customs or legal formalities, but registration is mandatory within 60 days of the Act’s implementation. For marriages conducted between March 26, 2010, and the Act’s commencement, registration must occur within six months. Those already registered need only acknowledge their prior registration.
This significant development positions Uttarakhand as a trailblazer in implementing the UCC, setting a precedent for other states in the country.
