Pratibha Setu by UPSC:
In June 2025, the Union Public Service Commission (UPSC) launched a new initiative titled Pratibha Setu, aimed at connecting talent with opportunities. This platform is specifically designed for candidates who successfully clear the various stages of the Civil Services Examination (CSE) but fall short of making it to the final recommended list. Pratibha Setu marks a significant step by UPSC towards empowering and supporting deserving aspirants beyond the exam results.

What is Pratibha Setu?
Pratibha Setu is a centralized digital platform launched by the Union Public Service Commission (UPSC) to connect meritorious but non-recommended candidates with potential employers across government departments, public sector undertakings (PSUs), and the private sector.

Each year, over 10,000 candidates clear various UPSC examinations—including Civil Services, Engineering Services, Forest Services, CAPF, Medical Services, Geo-Scientist, and IES/ISS—but are not selected in the final stage. Despite their competence, many of these individuals miss out on opportunities. Pratibha Setu aims to bridge this gap by giving such candidates a second chance to showcase their skills and secure meaningful employment outside the UPSC system.

Through this initiative, employers gain access to a pool of highly qualified individuals, while candidates are offered new avenues to pursue their careers.

How Will Pratibha Setu Work?
Employers from central government departments, PSUs, and the private sector can register on the Pratibha Setu portal. Once verified, they receive login credentials granting access to a database of meritorious but non-recommended UPSC candidates.

With the candidates’ consent, employers can view essential biodata—including educational qualifications and contact details—to identify individuals who match their recruitment needs. This streamlined system enables employers to tap into a pool of highly skilled, knowledgeable, and dedicated candidates, providing them with valuable career opportunities beyond the UPSC framework.

Who Cannot Take Part in Pratibha Setu?
Pratibha Setu does not cover candidates from all UPSC examinations. It specifically excludes those appearing for the National Defence Academy (NDA), Naval Academy (NA), and various Limited Departmental Competitive Examinations (LDCEs). These include roles such as CBI DSP, CISF Assistant Commandant, and Section Officer/Stenographer positions.

This initiative is an enhanced and rebranded version of the Public Disclosure Scheme (PDS), which was introduced in August 2018 based on recommendations from the Department of Personnel and Training (DoPT). Pratibha Setu builds upon the foundation of PDS, offering a more robust and accessible platform for candidate-employer engagement.
