Prime Minister Shri Narendra Modi’s Union Cabinet has approved the One Nation One Subscription initiative, a new Central Sector Scheme aimed at providing nationwide access to academic research articles and journal publications.
The program will operate through a simple, user-friendly, and fully digital process. This initiative will serve as a “One Nation One Subscription” platform for the central government’s R&D labs and higher education institutions.
The One Nation One Subscription (ONOS) scheme has been allocated a budget of approximately Rs 6,000 crore for the years 2025, 2026, and 2027. As a new Central Sector Scheme, ONOS aims to enhance access to high-quality higher education for India’s youth.
This initiative will build on the Indian government’s decade-long efforts to expand and deepen various education-related initiatives. It will support the advancement of R&D and promote a culture of innovation and research across government colleges, universities, research institutions, and R&D labs.
How Will ONOS Benefit?
The One Nation One Subscription (ONOS) scheme, managed through a national subscription facilitated by the Information and Library Network (INFLIBNET)—an independent inter-university center of the University Grants Commission (UGC)—will provide benefits to all Higher Educational Institutions operated by the Central or State Government, as well as Central Government Research & Development Institutions.
This initiative has the potential to serve approximately 1.8 crore students, staff, and researchers from over 6,300 institutions listed under ONOS.

This initiative aligns with the objectives of the Anusandhan National Research Foundation (ANRF), the National Education Policy (NEP) 2020, and Viksitbharat@2047. To support both foundational and interdisciplinary research, the project aims to enhance access to scholarly publications for a diverse group of students, educators, researchers, and scientists across all fields, including those from tier 2 and tier 3 cities. The ANRF will regularly evaluate the usage of the One Nation One Subscription program and monitor the publications authored by Indian researchers from these institutions.
State Government to Launch Campaigns for ONOS
To promote the use of the One Nation One Subscription facility across the country, the Department of Higher Education (DHE) and other relevant Ministries responsible for HEIs and R&D Institutions will actively conduct Information, Education, and Communication (IEC) campaigns. These campaigns will target faculty, researchers, and students, educating them about the availability and access methods for One Nation One Subscription. Furthermore, State Governments will be encouraged to organize similar campaigns at the state level to maximize the utilization of these special facilities by researchers, faculty, and students across all government institutions.
